The politics are beasically as historically, but without the Washington Treaty, Japan would most likely get much stronger and would certainly dominate the entire Pacific Western half. Japan also lays claims on the former German colonies, as well as continental parts of Asia, namely Manchuria and China. The USA will ally themselves to the Phillipines and get responsible for its security, while the European Colonial Powers are basically as historical, although the shipbuildingprograms may have been as planned, for most of the part. (Brittain at least, partly France and Netherlands as well.)
Scenario is the following:
Japan gets agressive in Asia by conquering parts China and threatening the European Colonial Powers, as well as the Phillipines, which are strategically in the way of the planned Japanese Supplylines. In 1929, the Economic Crises hits worldwide, resulting in Japan to launch an attack on the rich European colonies as well as the Phillipines, resulting in an early Pacific War. Japan wants to secure the riches of the oilfields and resources in the Dutch East Indies and Malaya, to help her economy to get out of the depression. The Western Powers try to avoid global conflict and make deals with potential other enemies in Europe and with the USSR. All attention could therefore be focussed on the Pacific.
Plan for each Navy what the most likely Navy would have been, without the Washington Treaty limmitations. The following Navies are relevant:
- USN
- Royal Navy (Eastern Fleet)
- Koninlijke Marine (Netherlands)
- France (Indo China)
- Siam
- Japan
- China (What is left of it)
- Australia (May be included in Royal Navy)
- New Zealand (May be included in Royal Navy)
Restrictions:
- USN and IJN basically as planned before Washington Treaty, taking into account their economy and policy. (Isolationist for USA and Expansionistic for Japan)
- UK in financial crises, but still seriously a power to take not lightly. Buildingprogram continued, but some cuts vissible. (Also great experience of warlessons.)
- France completely bankrupt and in social unrest, as historically.
- Netherlands continue Neutrality Policy, but are capable of increasing the Navy with new ships, although few in number.
- USSR and Germany are in internal disorder and not taken seriously. (besides not being relevant for the Pacific War.)
- Siam is independent and small, but in the middle of the expected fightingzone. It is considered pro-Japan.
- China is facing defeat by Japan and has almost no Navy to speak of.
