Dingaan Imperialists would feel the time is ripe to strike out and build themselves up before the Germans, Italians, Vichy French and the Japanese take all the good pickings.
Securing Twadwania is securing the island, if the Brits won't handover (they'd argue it free's up resources for the fight with Germany)."
I question why they attack GB?
Getting Madagascar post FofF would easily work and might be permanent as a rich and powerful allied Digaan would be hard to remove post liberation or war...
But fighting GB isn't going to be easy,
Dingaan is on the main simply route (anticipated earlier and defiantly post Italian entry) for the empire GB- north Africa and India.
This means its going to be priority number two after defence of GB for the British empire and you will get hit hard.
After Singapore has fallen USA has joined the war and the Wallies are going to win (at least any oceanic war) by then its to late to be worth it.
So I think you only have a very short window from FofF to PH when it makes any scene and even then you need to be very large ie Japanese sized to think you can realistically win. (and with a Japanese sized Dingaan the treaties will be very different....?)

I would think a power out in the middle of nowhere might well be willing to go slow and just build a deterrent force so as to stop some Europeans taking you as a colony, this would require a long slow build of weapons over the 20/30s as the decent to war in Europe might actually make you safer as nothing could be wasted so far away?
Would be good to get some idea how rich you are in early part of century and what you had in WWI?
What's you 1938 GDP (and earlier as WWI ships would still be useful) a GPD of $92B in 45 (Italy) might give you a 38 GPD of between 141(if you as damaged as Italy) or much lower (say $60B) if you have been growing slowly and safely away from action, it will make a big difference in you economy and post war recovery?

2c stay neutral?

39 - declare armed neutrality - only problem is what do you do to German raiders? Start to get rich as you sell to GB/F.
