It's an interesting observation. Assuming a + tail and a X tail that is exactly the same size, here's some very random thoughts:
slightly less likely to ground the tail when ascending, as the vertical height is less. Similarly when docking less likely to swipe the dock.
Active sonar is more likely to be from directly sideways on in shallow water, and you'll get a 40% weaker return, in a pure side on scenario (however, an X tail somewhat resembles a radar reflector so at other angles is will give a return where a + might not).
It might be structurally simpler to arrange the control linkages where the keel isn't.
This book suggests some advanatages and disadvantages, it looks as though my first assumption was wrong
