My answer would be to go for the Kongsberg JSM. The USN has done some trials with the boxed version on an LCS, and from what I can gather seem pretty happy with the results. If Lockheed-Martin has furthered it's project for the JSM to be vertically launched from a Mk41 silo, then IMO it would be eminently sensible to go for this missile, rather than taking a retrograde step with Harpoon. You can only polish a t**d so much.
The JSM is far more advanced, and is causing a lot of interest. As a bonus it could also be carried on pylons on the F35B, yes I know it would nullify the stealth properties of that aircraft, but face facts the F35B is going to end up with ordnance hanging from it in due course. Also a larger purchase should mean a better deal financially.
There will be enough delays now, with the bureaucrats in UK defence procurement having been thrown a curve ball. They have got to make a decision, at least now it's one less option for them to mull over, and over, and over.http://www.navyrecognition.com/index.php/focus-analysis/naval-technology/2328-exclusive-new-details-on-the-kongsberg-vertical-launch-joint-strike-missile-vl-jsm.html

We were told that T31 was required because we couldn't afford to buy and operate the 13 'full fat' frigates (which were supposedly to benefit from re-lifing and crossing over kit from the T23 and so keep costs down), but I've not seen any recent indication of the unit costs for a single T26 - the Jan 2017 NAO report stated that this would only come in the 2018 Plan - i.e. after the first unit commences build. That seems absurd. What's going on?
