My answer would be to go for the Kongsberg JSM. The USN has done some trials with the boxed version on an LCS, and from what I can gather seem pretty happy with the results. If Lockheed-Martin has furthered it's project for the JSM to be vertically launched from a Mk41 silo, then IMO it would be eminently sensible to go for this missile, rather than taking a retrograde step with Harpoon. You can only polish a t**d so much.
The JSM is far more advanced, and is causing a lot of interest. As a bonus it could also be carried on pylons on the F35B, yes I know it would nullify the stealth properties of that aircraft, but face facts the F35B is going to end up with ordnance hanging from it in due course. Also a larger purchase should mean a better deal financially.
There will be enough delays now, with the bureaucrats in UK defence procurement having been thrown a curve ball.
