The books you are referring to are 1.) Norm Friedman's US Battleships: An Illustrated Design History (US Naval Inst. Press), one in a series of such design histories by Friedman, and
2.) Shattered Sword by Jonathan Parshall and Anthony Tully (Potomoc? Books 2005) which tells the story from the Japanese side, and utilizes excellent archival records from Japanese sources.
Both are available. Friedman's will be pricey. Shattered Sword is also out now in paperback and probably pretty reasonable.
