It sounds as though Australia has the same basic problem as the US. How do we make everybody equal? The answer is -you can't. Some people are going
to be blessed with a keen mind, others with rich parents, and others with perseverence. But most of us are just average. Unfortunately average was regarded,
by many, as a condemnation to obscurity. Keeping up with the Jones is an unhealthy obsession.
The educational systems attempt to create a level playing field. In its attempt for equality, differences are magnified. Teenagers feel insecure. Cliques, Gangs and sub-cultures become the rule and they carry over into the real world, thus the stereo-types are reinforced.
In the US, some big cities have the magnet- school systems. You have schools tailored to the aptitudes of the the student. Academic Prepatory Schools that allow students to take college classes while in High School. Trade Schools that train students to work with the latest equipment. The local companies hire them as soon as they graduate and then you have special schools for special needs. It is, however, expensive budgetary wise and means cross town commuting for some students, but the payoff is well worth the effort. But it will not resolve all the social problems. As you say- the parents must be supportive, and that will not occur in all situations.
The Prison/ Correctional process is a thorough mess in the US. For many, you would do them a kindness by just putting a bullet in their head and end the cycle of hopelessness.
