It depends entirely on where it is dropped, IMO. I'm not of the school of thought of blindly agreeing with the "one flies they all fly" maxim (and anyway, this 7-tonner isn't 'one') as it is, and I think that if the Cold War had continued down the lines it was going in the early 1990s, then a extended period of conventional war is probably likely. One just has to hope for no decisive defeat that was not predicted (I'm sure I've read somewhere that NATO was well aware that they would probably very rapidly be pushed out of Germany) in advance, because that would more than likely result in deployment of tactical nuclear devices. Unless this causes a very large dose of common sense to be spread liberally throughout the military command structure of both sides, we are on the macabre dance that will probably end in MAD.
