This is not a new story; never was. If 'everyone' knew when the checks were coming, your system was broken and the accused are the work center supervisors on up. It does not cost ONE extra penny to manage this system correctly. Find another excuse. My two-time loser Chief Engineer daughter once said in all seriousness, "I'd take a serious cut in my pay if it got me more spare parts." Everyone knows about back-ordered parts. Never heard her complain about how hard it was to manage 3M, though. No budget issues there; never were. IIRC there were about 800 maintenance checks a week in a steam DDG. Did some get circled? Yes. Did they get ignored? No, not after a couple of LPOs who gun-decked checks went to Mast. Life wasn't too pleasant for their seniors, either.

I was the only one who performed random, unannounced checks. I was the person who said "maybe it's not such a good idea to let everyone know when their spotchecks are going to be?" I was the one who truthfully reported defects to my equipment. I was the one who asked for the tools, equipment, materials, time, and funding to do my job the way it was meant to - in accordance with the Navy's own published technical and safety standards. I was the guy who was out walking the deckplates looking after my people. I was there standing behind my people. I did my best to take care of my people, because the upper levels of the COC surely were not! I was the guy who locked up all my tools and kept a strict tool accountability log so that we wouldn't lose those items that we needed to do our maintenance. That lasted for about a week until my chief threw away the log and cut off the lock because "a-gang is having a hard time getting tools and we need to help them out". I was the guy who would go to Home Depot and spend my own money to get parts that we needed but "didn't have the funding for". I wasn't the one who said "our hands are tied" like my DH did. I wasn't the one who violated tagout standards and gundecked paperwork when tags went missing - a Chief Petty Officer did that for me because the right way wasn't fast enough for him. When we knew INSURV was coming up on my ship, I was the one who printed up a hit list from the last INSURV to make sure that everything was corrected or documented properly. Some things weren't - and this was stuff from 5 years ago! I was the guy who walked my spaces with my people, fixing what we could and taking note of those we couldn't. I was the one who submitted 2Ks to cover those things. Were these 2Ks approved by my leadership? No. Did they become INSURV hits? Yes! Please stop making the assumption that just because someone wears Khaki means that they are a beacon of integrity and professionalism. They can screw up just as bad, or worse, than any blueshirt. It's a matter of record that today's enlisted force is one of the most well-educated in history. That means we know how to read, write and think. And as a result, we know when we are being lied to. I did my part. My leadership failed me. I have no need to "find another excuse" when I had published technical and safety standards to back me up. XHT1

Posts: 222 (28-Apr-2008 18:30:30) Reply Quote More My Recent Posts Message Me Connection Blocking Invite Ignore User's Posts	Both Stout and The Sullivans had a pretty good 3M program (Stout had a good 3M program before Sea Swap screwed that ship up), but my main complaint for both of them was that we had to do 2 spot checks a week, one with your khaki and the other with someone off the schedule. These spot checks were designed to do nothing but to walk you through the card verification procedures so the ship could pass the 3M inspection every year or so, that was pretty much it. No one wanted a spot check to last more than 15 or 20 minutes, no one wanted to see a highly technical check with lots of tools and really I suspect I knew more about 3M and PMS than any of the CSC's I've ever had to do a spot check with. Heck half the time the person you are scheduled to do a spot check with happened to be "too busy" during the week and continued to blow off the tech needing to do the check until the last minute and then got pissed that they were not brought the check earlier in the week!

Posts: 3712 (28-Apr-2008 18:57:43) Reply Quote More My Recent Posts Message Me Connection Blocking Invite Ignore User's Posts	I'm not conversant enough with how the USN works to criticize anybody involved, but I do wonder about the systemic flaws that would permit two major combat units to be so poorly maintained as to have gotten to this stage. Standing around pointing fingers (like this: http://upload.wikimedia.org/wikipedia/en/thumb/e/e9/Tammany_Ring%2C_Nast.jpg/300px-Tammany_Ring%2C_Nast.jpg ) is, in itself, a systemic flaw, indicating that there should be a few failing grades. So, I think it's entirely appropriate for there to be a serious inquiry, certainly with authority to subpoena records and witnesses, and perhaps even to bring criminal charges.
