Oh, get real. This is not a new story; never was. If 'everyone' knew when the checks were coming, your system was broken and the accused are the work center supervisors on up. It does not cost ONE extra penny to manage this system correctly. Find another excuse.
My two-time loser Chief Engineer daughter once said in all seriousness, "I'd take a serious cut in my pay if it got me more spare parts." Everyone knows about back-ordered parts. Never heard her complain about how hard it was to manage 3M, though. No budget issues there; never were. IIRC there were about 800 maintenance checks a week in a steam DDG. Did some get circled? Yes. Did they get ignored? No, not after a couple of LPOs who gun-decked checks went to Mast. Life wasn't too pleasant for their seniors, either.
