Need one of our German members to explain these. 13) Deliberate arson. Yup. 16) Intentional the sinking or destruction of a ship at sea, or attempt of this crime. This does not count since it was a naval action. |

Yes, but you have to have the Imperial German navy declared to be an illegal organization first for those charges to stick.
As long as they are a legitemate military organization you can't really touch them unless they commit acts that are warcrimes, stuff you would charge your own troops for doing. Rape and murder (killing for non-military purposes) would certainly fall into that category. |
