If you look at the ships that were built in the same years you will see the cost diference is more than 25,000 pounds.

Shouldnt look past the fact that the Monmouths were, and remained, very fast ships.

By 1914 they still might make 23 knots, as fast as a German CL on the trade routes for many months, and they were still quite capable of destroying a CL.

Beyond 12,000 yards, they had no hope of answering a ship with turreted 8.2in guns or larger, but to remain an effective CL killer ten years after commisioning was the mark of a handy design.

HMS Kent at Falkland Islands being an example of an effective trade route CL killer. But Monmouth was laid down in 1899. I can't help but wonder if her design, with a large number of smaller quick firing guns, was perhaps influenced by the outcome of naval battles during the Sino-Japanese war?

USS St. louis class cruisers were from the same years, similar displacement, armament and protection, but slightly slower.

Your point is valid, but the CL they were killing were not 10 years younger, more like 2 to 4.
