On any given day, when no big push was planned (assuming that none are repairing battle damage) what percentage of a nation's dreadnoughts and battlecruisers would be unavailable for a sortie? Overhaul, mechanical difficulties, etc?
And would it be different for the British, with their constant patrols, and the Germans, who spent much time in port? (Or the Americans, when they weren't on a wartime footing?)
And if a mission was long planned, I'd expect almost all to be available, barring something breaking at the last moment, since overhaul schedules can be planned for such.
