I believe Dan Gallery's book, The Pueblo Incident, summarized a very popular view in the USN. It may have pointers to official sources; it's been a very long time since I read it. The book is available used (via http://www.amazon.com/gp/offer-listing/B0006C2OJC/ref=sr_1_olp_2?ie=UTF8&s=books&qid=1213237439&sr=1-2) and should be available in a large library or by inter-library loan.

You could also poke around the USN's Historical Center web site; I believe they have some contact emails listed. Of course, there are quite a few naval persons (or former naval persons) lurking in the shadows; you could try messaging Gene Slover, GunnerMate04, wabpilot, and nightwatch2. Some other people wandering about here are practicing historians (I'm thinking Tiornu, but may have the wrong name).

From what little I remember (I'm neither a former naval person nor a historian), the USS Pueblo was (essentially) unarmed, pretty much well-known to be a "spy" ship (her designation stood for something like "environmental research auxiliary"), and operating more under CIA (or NRO) than USN control. It was, for sure, a major league screw-up. Regardless of whether Bucher was an idiot (an assessment with which I disagree) or the USS Pueblo was thrown under a bus, the mission planning was badly flawed (the PRK leadership was probably more likely to be militarily aggressive then than it is now; the USSR still existed and the PRC under Mao was more likely to back the PRK militarily than today's Chinese leadership. It seems the mission planning assumed that the Stars & Stripes was sufficient armor).

Here's what else I remember:
> The USAF in South Korea was willing to act in defense of the USS Pueblo, but the only air to ground weapons it had available were nuclear.
> The USN had no air assets close enough to react. A carrier was fairly close, but she was returning from a deployment in Vietnam and may not have had sufficient weapons to mount an air strike.

I wonder how many of the admirals, generals, or CIA higher-ups in charge of planning the USS Pueblo's mission were fired, demoted, forced to retire, or placed in charge of evaluating the threat of extra-terrestrial invaders. Multiple stars, impeccable anti-communist credentials, and "burn-before-reading" clearances don't give one license to make the US look stupid.
